unscrew the armrest, interior door handle, and the switches. Then start at either lower corner of the panel and pull gently. The panel is held on with small clips. Mine just poped out. Some will pull out of the door and others will pull out of the panel.
If you are refering to the belt tensioner. I have not seen one on a grand wagoneer with a 360.
according to the owners manual for my 1987 Grand Wagoneer, it holds 20.3 gallons

the dash bezel is held in place with clips. you will need to carefully pull or pry the bezel loose and work your way around it.
there is a panel below the steering column. there are two screws at the bottom of the panel and on each side. remove those two screws and the panel will lift from the clips on top . the fuse panel is then exposed.
