What you have is called the lock plate for the steering wheel. Go to your favorite auto parts store and ask them for a lock plate hold down tool. It will be needed to depress the plate's spring, so the snap ring can be removed that is holding the lock plate onto the steering shaft.
The ignition switch is located inside the steering coulum below the key and tumbler.

Pull your steering colum apart along with steering wheel and dash plastic, ignition swith is next to the key tumbler. Swap the parts.

On the GM cars I've worked on, you have to remove the steering wheel. There is a vertical retaining bold/pin that has to be remove to allow the tumbler/key lock cylindar. Remove the wheel. Remove the retaining pin. Then remove the tumbler. Reverse the above to install the new one. Hope that helps.
