To remove the temperature control panel on a Windstar, first remove the audio unit and the ashtray or cup holder assembly. Disconnect the three electrical connectors on the control head and the four screws securing the control head.
Detach the negative battery cable. Remove the bezel to get access to the control head and remove its screws. Remove the control panel. Pry the clips free. Disconnect cables from the heater. Install the new control panel.
I would advise against it.
Below and to the left of the brake pedal , remove the cover panel to access the fuses
