at the base of the wiper arm is plastic it looks metal but it isn't remove it with a flat head screw driver then use a 1/2" wrench or sockett to remove the nut and the arm will come off

It is actually a wiper control module that controls this. I have replaced many of them. It is the cover that is screwed to the wiper gear box. Remove both wiper arms. Remove the plastic cowl cover below the windshield that covers from side to side. Once inside you will see the wiper motor/transmission assy. Disconnect the electrical connector, and remove screws from cover, and replace it.
