The easiest way by FAR is to simply replace it. Clocks in that era generally didn't last more than a few years. You COULD take it apart and attempt to rebuild it, but I highly doubt that the parts you'll need to repair it are even available, but an aftermarket replacement is.

Its a 1972 with a 1970 front end on it.Looks like they modified the 71 fenders to fit the 70 radiator support (there is no side markers in fenders)
I could only find one 1971 Chevrolet Chevelle SS on sale at eBay. The owner has a starting price bid on it for $35,000. However I'm not sure if that's the ACTUAL retail value.
If I recall, that year, the SS emblem on the rear of that car, comes via a black rubber insert, on the pass side of the car, which bolts to the bumper.
