pull the center pad off the wheel and then take the nut off that holds the wheel on and then get a steering wheel puller and hook it up and pull the wheel off the splines.
70's nova's had a tilt wheel as an option so if you could find one that would be the best trick but you can get a custom steering column for it from ididot.com.

When removing steering box the steering wheel has to be removed steering shaft is not remove able it will have to slide down when steering box is removed ie then remove pit man arm and bolts from the frame
generally on older cars without an airbag, you remove the horn button from the steering wheel and there is a nut in the middle that holds it to the steering column. remove the nut and washers and whatever else there may be, and use a steering wheel puller to remove it from the shaft (all the while paying attention to how it comes apart so you can put it back together)
