The headlight relay on a 1999 Chevy Cavalier should be inside of the relay box. It is mounted close to the drivers side headlight.
the headlight flasher is located under the dash next to the OBD plug in (that plug where they check engine codes) on the drivers side..

There aren't headlight covers, it all one unit. One of my lens was cracked and I had to replace the whole unit.
Remove the retaining screws from the headlight assembly. Remove the wiring harness from the back of the headlight. The headlight will come out. Reverse the process to install the new headlight.
