Both the emergency and signal flashers are behind the plastic lower dash panel aprox under the radio. The panel must be removed to gain access.
I believe it is in your glove compartment there is an access to your flasher.
In our 96 Blazer S10, it was behind the radio. We had to remove the radio to get to it.

i HAD TO REPLACE THE TURN SIGNAL SWITCH IN MY 96 BLAZER IT WAS HARD TO FIND BUT I HAD TO REMOVE THE PANEL UNDER THE DASH from drivers door over to the ash tray. to the right of the steering wheel will be a metal bracket behind that bracket was to fuses it was the one left hope this helps.
