You have to drop the tank. I'm in the process right now. I'm trying to figure out what the replacement is for it. Someone put an inline pump in but I think the tank is dirty so it is getting clogged in the old pump screen.
On my 1989 E350 motorhome, I had a weak fuel pump near the fuel filter. I replaced that and the problem went away. The pump in the tank was fine.
