steering wheel has to be taken off to loosen the upper cover on the steering column and under the cover the switch can be taken out by removing a few screws.
you will probably have to replace the headlight switch.

Low beam bulb burnt out? Replace bulb. Bulbs OK? If the dimmer switch is also the turn signal/cruise/headlight on and off switch, you probably have to replace the entire switch.
check fuses first... but chances are the flasher, which IS the hazard switch, is faulty... simple to replace ... just remove the left and right fuse box covers and the main dash panel.... replace switch and reinstall panels... be careful of the high beam switch because it seems to get in the way
what about the low beam?
Turn your headlight switch so your low beam headlights come on and then pull the switch towards you
