open your tailgate. there are two Phillips head screws along the side of the bed that hold the tail lite housing in place. remove those and you can pull the whole housing out giving you access to the bulbs. pull the harness off and twist out the bulb in question.

Open trunk, locate inside of tail light, unscrew thumb screws behind tail light. Pull out tail light. Be careful not to drop it. Keep one hand on the outside of the tail light.
I don't think you can replace just cover. Usually you have to get a new tail light.
