I think you're looking in the wrong place. Remove the two black grills the wiper arms poke out of. Remove the plastic sheet glued to the white panel near that driver side wiper arm. The motor is right there. Remove the three screws. Remove the little locking gizmo on the BOTTOM of the shaft - poke a screw driver onto the bottom part of it, spread it apart, then push it off the shaft perpendicar to the shaft. Don't lose it. Replace the Motor.
Check for: fuel, spark, compression
The crankshaft rotates at the bottom of the engine block ( inside / above the oil pan )
It's different on different Chrysler models, but check for access from outside the vehicle, by removing the air intake grill below the windshield. The bottom screws on the air intake grill simply unscrew, but they screw into plastic inserts that are probably stripped out. You fiddle with them to get them out. The top screws on the air intake grill do not unscrew. They're actually a latch arm that rotates about 1/4 turn to release. To remove the windshild motor, you have to rotate the motor/arms assembly to the right position by trial and error. BE EXTREMELY CAREFUL AND PROTECT THE WINDSHIELD. Windshield replacement is some serious bucks.
