There is a special tool you can get from an auto parts store. Ask them and they should be able to help you find it. The price is about ten bucks. Also make sure there is no pressure in the line. Let the car idle and pull the fuel pump fuse and wait for the car to die.
There are small springs inside the filter that require the special tool to unlock them. It takes a lot of rocking and pulling to unattach the filter from the fuel lines (even with the special tool!) Putting it back together is a snap compared to getting it apart!

On a 1994 V6 Mercury Cougar, the fuel filter is typically located along the fuel line underneath the vehicle. It is often situated near the fuel tank or along the frame rail, making it accessible from below the car. To replace it, you may need to lift the vehicle safely and ensure you relieve the fuel pressure before disconnecting the filter. Always consult the vehicle's service manual for specific instructions and safety precautions.
