1. Open the drain cock on the front of the filter housing by turning it clockwise.
2. Disconnect the electrical plug on the front of filter housing.
3. Unscrew nut on the top of filter housing. Lift out old filter.
4. Remove O-ring from upper center inside filter housing and replace with new one provided
5. Lubricate (with diesel?) 2 remaining new O-rings and position of new filter. Reverse steps 3, 2, 1.

6. Unscrew fuel injector from furthest cylinder from filter, slightly pull fuel line out of injector without damaging line.
(Hopefully your battery is good.)
7. Crank the snot out of your engine (without over-heating your starter). While your letting your starter cool between sessions, check for leaks around your filter, gather-up your tools, ets.
8. Long after you're sure something is wrong, your engine will run. Turn it off.
9. Reconnect your fuel injector.
Good to go!

On Dodge Dakota it is integral to the fuel pump module and located inside the fuel tank. The filter itself is not serviceable or replaceable. To replace the filter, you must replace the entire fuel pump.
The fuel filter on a 1999 Dodge Ram Laramie is in the tank on a gas engine and on the driver side of the engine on the diesel.
I was told by the dealer that the 2002 Dodge Neon does not have a servicable fuel filter.

Diesel, on side of the engine. Gas, inside the fuel tank.
It is on the front driver side, under the black screw cap.
The engine air filter is located inside the large black box on top off the engine.
