i have a 1979 grand prix and my fuel filter is located in my carberator so that should be a good place to look.
There is an idle adjustment at the carb. Look where the accelerator pulls the butterfly stop and you will see an adjustment screw.

The fuel filter for that model and year is found in the carburetor. Follow up the fuel line from the fuel pump and you will find a large nut fitting that the line threads into. Remove this and you will find a cartridge filter.
Replace the PVC valve, and also check that the hose that the pcv plugs into has vacuum. If not, then remove the hose, clean or replace, and at that point, it will be necessary to remove the carburetor and clean out the circuits underneath- either the base plate, or bottom of the carburetor.
