The tension idler is not made to come off by itself. Remove the ground on the battery. Remove the belt by taking a breaking bar and a 15mm socket and pushing down on the tension idler. You can check the pulley by turning the nut that holds the pulley in a clockwise direction to remove. If the pulley bearing is not the problem, then you have to remove the bracket that holds the altenator. The tension idler and the bracket, which is part of the water pump are made together. Remove the alternator which has three bolts. Remove the two heater hoses on the side of the bracket. The bracket has two bolts. Remove the two bolts and slide the bracket out sideways towards the fender well. There are two 90 degree elbows that are plastic which come with the new part that need to be replaced. Cost is about 80 dollars.

How do you tighten the fan belt in 95 Chevy S-10?

You don't "tighten" the belt, it's self adjusting. If the belt is slipping you probably have a problem with the tensioner spring. Occasionally the spring weakens over time. Pull the tensioner and replace it if you think it's loose.
