very simple, there is only one belt , a serpatene belt, and you use a 10 inch ratchet and short socket head to release the tension on the tension pulley, it is only going to go one way, the belt slips off, there is a diagram on the front shroud, in front of the radiator, that shows the belts direction around the pulleys, just slip this around and then pull back on the tension pulley, slip the belt over the last pulley located at the top, ( easier to get to ) and then release.
Addition: If he has a 1999 4-cylinder Ranger, he has a timing belt. This is not the same as a serpentine belt and it takes more than just a ratchet handle to change it.
