You need an auto locksmith-it takes a specail interface with the cpu (car's comp) the dealer can do it but it is expensive. Look on craigs, select auto locksmith, services, find one that does security (chipped keys) and is mobile, make it clear pats is activated. For around 100.00 they can reset it in 5 minutes. The car won't go anywhere until it is.

do not start vehicle but turn key to on position then off three times and on that third time leave it on the "on" position takes 10 to 15 minutes to reset the security light should stop blinking.
