I'm not sure how to reset the theft light, but I will tell you that your key (being from a 2003) likely has a microchip inside it, and if so, you will have to get keys made at a Ford dealership, not at a normal key copier. I would imagine using the original key might solve the problem, otherwise try disconnecting the battery for a few minutes, then reconnecting it.

Try to keep the ignition key turned to the contact position without starting the engine and hold the the reset button .... the one you use to reset your miles on trip .... that should work ...
Set it to trip A and hold reset turn ignition off then turn ignition on and maintenance light will flash and your done.
