I'm not sure if it's the same radio in the 2001, but my 2008 Crown Vic requires you to hold down the "CLK" button for about 2 seconds which will cause "CLOCK SET" to appear just above the time. While holding down the "CLK" button, use the "SEEK" button to change the hour and "TUNE" button to change the minute. Hope this helps.
I have an 02 Crown Vic and I'm not sure how it varies by deck but I have the premium audio/casette/6-CD changer deck and I had to press the RDS button and then use the up and down select arrow buttons to select the hour, then press RDS the RDS button and do the same to select the minute, and then press it again to finish.
