You must have a short somewhere. You can take out the fuse, but then you may also lose your turn signals. That would equal a ticket!
I'm gonna guess that your battery died recently and that's when the preoblem started. Look under the dash on the driver side. I'm not sure on the 2000, but in 95-99s, the keyless entry system control unit lives near the hood release. There is a fuse in line with the wiring coming out of the unit. You can pull the fuse for a minute and replace it or there should also be a reset button along the same bundle of wiring. Otherwise, maybe a short somewhere like was stated above.
