by design the DAY-TIME-RUNNING lights are not intended to be turned off by choice. When you start the 99 blazer with the parking brake on, the DTR lights are off. When you release the parking brake they come on. When you park again and apply the parking brake the DTR lights will stay on, unless you stop the engine and re-start the engine. Since the DTR lights are inter-wired to the regular headlights, they can not be defeated without affecting the regular headlights.

If you have such a valve, it was installed as an aftermarket modification. Check with whoever installed it.
It does not have one, You have to remove the fuel pump fuse are relay to shut the pump down.
The heater might not shut off in a 1998 Chevy S10 Blazer because the temperature controls are turned up to heat. The makers of this type of truck and most GMC vehicles allow for constant air to flow throughout the vehicle at all times. In the summer, just turn the temperature control lower.
