if you must have the choke closed to run, you might want to check the carburetor first. It could be a result of a cracked diaphragm or any single or combination of several reasons you might have this problem... timing, fuel/air mix , jets, (carb) cracked intake manifold, even a bad plug could affect it. I would start with carburetion and make sure the carb is clean, inside and out. Running on closed choke indicates a lean running condition. The initial adjustment is 1 1/2 turns out from closed on the main jet screw and 1 turn out from closed for the idle mix. Lean running could indicate plugged carb jets, an air leak past the intake manifold or engine valves not seating properly.
