Pull the fuse for the horn.

drivers side end of the dash, open the drivers door to get to it. There is a pannel. open it and pulld the fuse marked horn / radio amp

on what model of Chrysler are you replacing a horn on/ make sure its not a fuse or wiring to horn. horn connection is prone to the elements and may corrode. make sure ur getting power to connector before you "DOOM" your horn

Either a stuck relay, or a broken switch. It could be a short-circuit, but that would require another live wire making contact with the live wire to the horn, which is unlikely.
You just pull out the Horn relay/fuse.
