Put the key in the ignition, start the van and press the remote starter button on the remote. Problem solved. This helped us after we had this problem after recharging our dead van battery.

Not exactly sure on the Windstar, but recently had the same question for a Contour: try pulling on the lightswitch. Note: the fog lights on the Contour can only be turned on when the headlights are on.
Interesting question - my 2001 SEL does not have daytime running lights, and I'm not aware that Ford offered them.
