This is a tough one, just pull the turn signal lever towards you until you hear a "click", now don't yank it out of the housing, pull it again to switch back to low, if you have a tilt wheel lower it a notch because in some cars it, (the hi-low beam) won't pull far enough to switch with the wheel up all the way. jr
To replace the high beam switch on a 1988 Caprice, first disconnect the battery to ensure safety. Remove the steering column cover by unscrewing the screws that hold it in place. Then, locate the high beam switch, which is typically mounted on the steering column; disconnect the wiring harness and remove the switch. Install the new switch by reversing the steps, reconnecting the wiring harness, and reattaching the steering column cover.

You don't. Why would you want to. You repair what is broken.
Usually it will be either the dimmer switch or a connecter if the low beam works and highs don't.

More than likely it'll be a bottom on the floor board that you push with your foot. 3rd-party edit: the high beam switch is on the wiper arm. Pull it towards the driver to activate/de-activate.l
Drop the column down, & the rod that goes from the directional, has a push button switch on it. Click your directional on & off for your hi-beam lights & you'll see which one is working on the rod. It will go in & out, It's near the ignition switch.
apparently the dimmer switch is bad in the steering column.
The high beam switch is on the blinker. You either flick it back towards you or push it away from you.
The high beam switch is on the reverse of the turn signal switch arm
