The governor is not a mechanical device that can be removed or disabled. The governor is programmed into the car's ECM. You must interface the computer and disable it, if possible. I'm not sure that it is.
You can't as it has no governor. Speed is controlled by the ECU.

The governor is located under the left side of the muffler bearing. It is very simple, undo four screws and two wing nuts and it should pop right off! After I did mine it topped out at 194.6 mph before I accidently hit my stock ejector seat button, my 22" awesome wheels flew off, my sweet system blew up and killed all of my 3 amazingly hot girlfriends in the backseat, and I realized how much of a homosexual I was for driving a grand prix!
The thermostat is in the rear left tire, you need to take the trunk off and then take the tire off and take it to a shop and have them remove it.
yes you can use the 3400 in your car if it has the 3100 in it, just take the intake off of the 3100 and use it on the 3400 and install back into the car. works fine, i just done it to my 1999 grand prix, it gave it more power and the CPU will adjust the settings for you.

94 grand prix does not have leaf springs <--- that answer is wrong, I know there is a mono leaf. Take the rear spindles off on both sides and unbolt the leaf then slide it out of the spindles piece of cake...
Loosen the bleeder screw then squeeze the piston with a large channel lock pliers or C-clamp. I have a 96 Grand Prix SE and had the same problem....has to be screwed in not pushed in. Take the calipers off & take them to Auto Zone - they will do it for free.
