If it's a new belt that you are trying to put in, make sure it is routed properly. Also match it up with your old belt and make sure it isn't longer than the old one.
If the belt was already in your car and it's now loose, check to make sure the belt is not damaged. If the belt looks good, you may need a new tensioner.

just in front of the altenator, there is a 10mm bolt, tighten that and it will tighten the fan belt
