How do you tighten the serpentine belt on a 1990 Ford Mustang GT the belt is on but it is very lose?

The belt is automatically tightened by the sprung loaded tensioner wheel. If the tensioner assembly is working correctly and the wheel is pressing on the belt, either the belt is severely worn and needs replacing, or the belt you have is too long for the application.
