Try looking at the bottom of the wiper arms. There is probably a cover that either opens or pops off. There is usually like a 15mm size nut that is there. Tighten this nut. Hope this helps.
Alright i think i might know what your problem is i just had a similar problem with my 95 explorer and my problem was that the blades just didnt clear the whole window and it was just driving me crazy what i think your problem is the your blade arms have no spring left in them and the arms need to be replaced if you dont replace the arms it does not matter how good your blades are they will not work without replacing the arms i dont really think your just going to be able to tighten anything up and fix the problem its going to cost about 75 bucks for the arms and your wipers will work like you just bought the car

There is a recall on this, if you have not already, take it to a dealer and they will check it out and fix for free because there is a recall on something with the wipers (thats what I did cause would not work).
