First step might be checking the vacuum lines in the engine bay. If the cruise control unit does not get vacuum it will not work. Second, the brake light switch might be suspect at that age, it might be sticking or not working. Last, the buttons inside the car or the cruise control unit might have failed.

To change the cruise control switch and cable on a 1997 Crown Victoria, first disconnect the negative battery terminal to ensure safety. Remove the steering wheel and airbag (if applicable) to access the cruise control switch, then disconnect the wiring harness and remove the switch. For the cable, trace it from the throttle body to the switch, disconnect it at both ends, and replace it with the new cable. Reassemble everything in reverse order and reconnect the battery.

There is not really much to troubleshoot. Either it works or it does not. If the bendix slips and does not engage then you have to replace the starter. The 3rd bolt is very difficult to reach.
The 1995 and newer Crown Vics don't have normal flashers, they have a Lighting Control Module (LCM) that contains relays which control the flashing.
In the 1999 Crown Victoria the LCM, Lighting Control Module , contains the relay for the turn and hazard flashers. This located under the dash.
