The only way to turn of the drl for the charger is take it to your dealership and ask them to do it. They might charge you or they might not. Depends on how much of a dick the dealership is. Or you could use a tool called "Starscan" which I am 90% sure no one you know has it since its very expensive.

rear lights and dash lights should be on the same fuse, check your owners manual if you have it.

No the 1969 dodge charger came with long tail lights. Round tail lights came on the 1968 Dodge charger. In fact the only difference between the 68 and the 69 charger is the shape of the tail lights and turning signals.

Dodge Rams are not equipped with Daytime running lights.. Although what you can do is turn on the parking lights and select just your fog lights (if equipped) otherwise to have running lights you will need to turn on your headlights. It's not a huge advantage to have running lights, because when the climates come that you need to turn on the headlights anyways, they aren't necessary.
Take it to the dodge dealer and have them reprogram the computer to shut them off.

You should be able to pull the fuse for the daytime running lights to disable them. Probably located in the fuse panel under the hood. There should be a picture on the inside of the lid which tells you which fuse is which.
