If it is similar to the 2002, and I believe they are, It is permanently attached to the throttle body. To replace the sensor, you have to replace the whole throttle body.

If you have the 99 -02 Cougar replace the TPS (throttle positioning sensor) on the throttle body.

The Toyota Tacoma throttle position sensor is adjustable. There is an adjustment screw on the back of the throttle position sensor.
