Replacing the air bags on a Town Car can be costly. You can be looking at anywhere from $100-300 for each tire. I would suggest checking out Strutmasters.com. They offer non air conversion kits on Town Cars that will save you lots of money on this issue. Converting your car to a non air suspension eliminates all the air products and hassle that comes with them. I purchased several kits from them.
