Means it's a 1975 350 for conv. cab. 165 horsepower with 4 bolt mains.
The original horsepower for a 400 small block, cast number 395-1509, was 295. The 400 small block engine had many variations resulting in different amounts of horsepower.
Chevrolet did not build the 283 in 1968. The 1967 Chevy 283 had from 195-315 hp depending on how it was set up.
