if you are simply trying to turn the lock on the hub from Free to Lock and it won't turn that quarter inch-or-so... you are turning the wrong way.
for example: if you were looking at a clock and free was at 12 and lock was at 11. you must turn all the way around from 12 to 1 to 2 to 3.... ... ... 10 to 11. hope this answered the question.
