Before CHanging the Heater Core, have you tried flushing it? I have a 99' Jimmy and have to do this every year to get my heater to work.
Disconnect the heater hose off the heater core on the firewall and remove the inside middle side panels along with the lower heater core panel and pull the core straight out.........
Drain the water from your 1998 Chevy Astro cooling system. Remove the water supply hoses from the heater core. Remove the heater core retaining bolts. Reverse the process to install the new heater core.
