There is a drain plug on the right side of the radiator you have to be under the car to get tho this, if you are underneath looking up at the bottom of the radiator you can't miss it on that passenger side.
*Be very careful with the drain plug. They like to break, especially on older radiators. Sometimes it can be fixed, sometimes not. If it can be fixed, it can be a pain to find the right replacement drain plug. If you have any doubts about the integrity of the drain plug, you can always just pull the bottom hose & let it drain from there. It's a little messy, but it's sometimes a safer move. Go buy a Chilton book at a local Auto-zone (or similar store). It is a tremendous help. *
Now that you are under the car, you'll need something to collect the coolant, I use a big oil pan *one that I don't put oil in* drain the entire coolant system, and pop the lid on the reservoir coolant tank. After it's all done I prefer to flush the system, which is defined in that Chilton, but it involves plugging it back up and putting just water in there, seal the top caps, running for a few minutes and draining again to get it really clean in there. then plug it back up and fill with the 50/50 mix of antifreeze/coolant, get the stuff that says it mixes with any color coolant and is already mixed.
fill to the bottom of the collar that the radiator cap screws to, and then fill to the cold line in the reservoir tank. good to go.
hope this helps,
good luck.
Where is the radiator drain plug on a 2005 dodge neon?
To change the thermostat on a 2003 Dodge Neon SXT, first remove the drain plug to let the engine coolant drain into the pan. Unhook the coolant reservoir and remove the hose clamp. Spray the two thermostat housing mounting bolts with a solvent and pull out the old thermostat.
A 1995 Dodge Neon uses green antifreeze.
Yes, a Dodge Neon has a coolant temperature sensor.

On a Dodge Neon, the coolant bypass hose is in the engine compartment. It is under the alternator and AC compressor. Both have to be removed before you will see the hose.

Because they use an orange colored coolant in it.

You can not. You have to remove the filler tube and drain from there.
