Cut out the rusted part and well into the non-rusted portion of the line. Put in a double flare on the ends you just cut. Replace the removed section with a new section of line that is factory coated with a special paint. Connect the replacement with brass connectors. All the parts are at any good auto parts store.
Note, this is NOT a regular flare, like on water lines. It takes a flaring tool that is made specifically for double flairs like you have on brake lines. That tool kit contains several inserts that go inside the line at one point in the process. If you don't understand that, don't do the job, it is too important.

A leak in the brake system. Fluid has leaked out and air is now in your lines. This can be from a brake cylinder at wheel or in master cylinder, or even worse a rusted brake line. Check and repair it NOW.
If it is a front brake problem it could be a frozen (stuck) caliper, collapsed brake hose or a pinched brake line. If it is in the rear it could be a frozen e-brake cable, pinched brake line or a frozen wheel cylinder.
Probably a rotted out brake line sprung a leak, check the brake fluid reservoir.
