On my 96 it's held on by that one bolt in the middle of it. But it's seriously on there; will not come loose without some muscle.

You move the belt tensioner with a ratchet. Look and you will see that a 3/8 or 1/2 inch ratchet will fit in an opening in the tensioner pulley.
It is normal for the tensioner to shake.That is why it is spring loaded.If you have the a/c on,it will shake worse.But it is normal.
