timing is set on a ZX2 by finding top dead center (TDC) on cylinder number 1 and aligning the cams. Once this is done, properly set the tensioner.
TDC can be located by using a crankshaft locking tool.
the cams can be aligned by inserting a flat piece of steel into the slot on the ends of the cams opposite the end with the cam gears.

Unless you have had the timing belt off or it has broken the timing should still be correct. The way you set the timing is by taking the timing belt off and lining up the timing marks and put the belt back on. I added a link to a text how-to for setting the timing on the Zetec engine. -ZX2Fast

zx2's don't have egr since they have vct variable cam timing
the ZETEC engine used in the 1999 ZX2 is a non-interference engine. This means that the pistons will not contact the valves when the timing belt breaks. Because of this, the valves will not be bad if the timing belt breaks
Timing for the escort ZX2 is obtained by locating top dead center (TDC) on the crankshaft for the #1 cylinder. Once TDC is obtained (usually with a crank locking tool) the cams must be aligned as well. The cams can be aligned by using the slots on the end of the cams nearest the coil pack. When both the crank and the cams are in these positions, timing is set and a new belt can be installed.When installing a new belt it is important to use the correct timing set necessary for the ZX2. 98-99.5 versions used a 3 pulley timing set while the 99.5-03 versions used a 2 pulley timing set. DO NOT try to install the 3rd pulley onto the newer versions otherwise you will experience an extremely short belt life. Also of importance is to ensure that the timing belt tensioner is only set within the timing mark on the tensioner. Any more tension than what the tensioner marks measure will also prematurely wear the belt and cause it to walk off the cams
