It's in the bottom of the ICC. You have to pull the ICC out to get to it. Be careful not to drop it or turn it upside down. Not sure why this is, but that's what the warning sticker on it says!

It's basically the smartlock function. it basically immobilises your car so without the key, you can't start the car. Also I believe it has something to do with central locking.
In most cases you do not have control over the light. It is a warning and reminder that the camera is on.
