Water is attracted to diesel fuel. Moisture in the air gets in there. That's why you need the special filters for this.

No internal combustion engine, neither diesel nor petrol, can work without an air supply, so if working underwater you would need to arrange an air supply. If water is accidentally taken into the engine instead of air, the engine would most likely be destroyed because water is not compressible, and connecting rods etc would break.
