You may have fuel pressure but is fuel pressuer high enough. Need to put pressure gauge on and check for proper pressure. If fuel pressure is good then could be bad fuel pressure regulator which I believe is mounted on the fuel injector rail after the shrader vavle.
I had the same thing happen to me, and I spent $250 on a new fuel pump, another $60 for the regulator. The car would start and run for about 1 or 2 seconds and turn off. I read on a website about the Malibu doing this and it was the theft system that was kicking in and shuting down the fuel. What you need to do is turn the key on for about 10 minutes or until the theft light stops blinking; turn the car back off and then back on wait 5 seconds and turn over. I guess that there is an issue with the theft system misfiring and causing it to lock up. I hope that this works for you with out costing you anymore money and headache.

Have it pressure tested, the intake gaskets have probably failed.

The '99 has more bolts. If you have the lower intake also, you can swap the whole thing. The upper alone wont fit. Intake issues are very common for these cars.

Ensure fuses are good. Is there injector pulse, fuel pressure, and spark? Has work been done recently? Is there proper valve and ignition timing?
same place all restrictor plates are, intake manifold, but the Malibu doesnt have one u can remove, it is build into the intake so u would need a perormance upgrade

You do not, you have to replace it.

The engine needs fuel, compression and spark to run. You are missing one of those, probably spark.
