Most GM vehicles of that vintage have fuel filters directly below or behind the driver, under the car. It's a tin-can looking device with a fuel line entering from the rear and another fuel line exiting to the front. Both lines should have screw fittings and can be loosened using two wrenches. The process isn't difficult, but recognize that fuel will spill out when you remove the fuel line from the filter. Try to not be below the filter when you do that and be careful with fire and sparks. If you have all of the tools available it shouldn't take more than 5 minutes.

Okay, it took me about 10 minutes but I found it. I have a 1994 Buick Regal & my oil filter is on the back passenger side of the engine, about 3/4 of the way down, below the power steering box. I hope that helps! On my 1991 Buick Regal the oil filter is located under the power steering pump which you access through the passenger wheel well to remove/add the filter.
