According to my research on the Gates timing belt website, the engine is an interference engine. The belt should be changed every 60,000 miles (100,000 km). If the belt has broke, normally a valve has been bent and a piston could be damaged. There is not enough clearance between the piston and valve to allow for them to work out of time with each other.

The 1994 Chrysler LHS with a 3.5-liter engine has a non-interference engine design. This means that in the event of a timing belt failure, the pistons and valves will not collide, potentially preventing catastrophic engine damage. However, it's always advisable to maintain the timing components to avoid any failures.
It is located under the housing at the engine end of the lower radiator hose.
