I had the same situation with a 2000 5.2L 4x4 that i was working on, when i looked it up online i was sent in lots of different directions. The first thing i would do is check all the obvious reasons the bulbs (I know it sounds dumb but i have had them both burn out before),fuses,and relays if they are all working then you can start digging a little deeper. the low beams use a violet and white wire at the combination switch plug, in order to get to it you will have to remove the plastic that covers the steering column i believe they are a #20 torque screw . After the cover is off you will see the plug on the switch (some have a plastic cover on them) wiggle the violet and white wire with the headlights on low and see if the come on if they do then push in the wire and try to keep it in place i use a zip tie to tie it to another wire (if it works then congrats). sorry to write it backwards but before trying the combo switch check the wires going to the fuse box you should see two violet and white wires (one for the left headlight and one for the right) those wire get corroded and lose their connection and you lose low beams try to find where they have a break and just cut the wire and splice in a new piece of wire i hope this helps
p.s. the high beam wire is black and orange in case you need to know

you blew out a fuse under the hood just change it and it should work
low beam fuse blown.
First check the bulbs, if the bulbs are good I would suspect the high/low beam switch is bad.
the fog lights work with the low beams , they wont come on with the high beams

no a 2001 dodge neon motor will not work in a 2000 neon
Replace the bulb. The low beams and high beams use separate parts inside the bulb. If replacing the bulb does not fix the problem, check the fuses.

Try the dimmer switch which is on the steering column under the dash. Look under the dash around the side and top of the column. When you move the handle on the column it moves a rod that pushes the dimmer switch. Switch is probably bad.
