Disconnect Shift cable and see if u can shift. if not its the cable. just replaced mine the other day. They put the cable part that slides into the case almost directly below the ash tray, so all ash's go onto the cable. i added a "boot" to my new one.
The above answer only applies if the shifter handle is hard to move. If the trans is not upshifting out of second, it could be a speed sensor. You should have the trans computer checked for trouble codes to know possible causes.

My 98 intrepid would not shift out of second when one of the transmission sensors went out. I think it was about $125 to replace at the dealer. There is a second transmission sensor that went out at another time. The speedometer did not work then. Same price to fix.

I have a 1993 3.3l intrepid that's doing the exact same thing. I've had the crank sensor changed out, the cam sensor changed, checked all fuses and it's still doing it
The problem could be a dirty sensor or the sender is no good.
You need to have the engine and trans checked for codes. The trans computer defaults to 2nd gear when it detects a problem and sets a code. You could have anything from a sensor failure to a major internal failure.
I had the same problem in my 2000 Intrepid. I took it to the dealership and they said it was the oil sensor. I had just got the car so they replaced it, so I don't know hot to fix it, but tha tshould be the problem
Idle speed is computer controlled and is not adjustable. If the speed is incorrect you could have a sensor or actuator malfunction. Other causes include a vacuum leak.
