Had same problem. Is your temp gauge reading normal? If temp gauge is reading low after driving awhile, may be the thermostat stuck open. If so, easier fix than heater coil.
The heater would not be working on a 1990 Dodge Grand Caravan if the heater core is damaged or blocked. Hot coolant from the engine must flow through the core to allow hot air to pass into the cabin.

is coolant full? if so thermstat may be stuck open or you may have a blocked heater core.
thermostat probably damaged or stuck....and worse case scenario....your heater core is going out.
Any heater that only blows luke warm air isn't getting warm or hot water to the coil. This sounds like a problem with the thermostat not closing, and allowing the engine to heat the water properly for the heater.
It gets warmer and warm air always rises.
