On a 1993 Dodge Dakota Sport the auto shutoff relay is active and the fuel pump relay will not pick How do you reset a known good auto shutoff relay?

The solution here ended up being a procedure. Disconnect the battery. Disconnect the control module. Wait. reconnect in reverse order. There should now be 12V on the fuel pump relay with the ignition key on. Do this before buying an unneccesary fuel pump.
